Impermissibility of dedicating a mortgaged item as Waqf before settling its mortgage

A: One of the conditions of a Waqf is that the owner must have absolute ownership of it and that no one else should have a right to it. Therefore, if the house in question is mortgaged to a person or a public authority, it is not possible to make it a Waqf until it is released from the mortgage on it. May Allah grant us success. May peace and blessings be upon our Prophet Muhammad, his family, and Companions.
