A: it is not permissible for someone who has intended to travel to combine Zhuhr and `Asr Prayer nor Maghrib and `isha' Prayers while they are still home. It is also not permissible to combine Salah as a traveler, because the lawful reason of traveling does not yet exist. In fact, the Rukhsah (concession) to combine and shorten Salah only starts after leaving the populated boundaries of the city.May Allah grant us success.
