In principle, it is permissible for passengers to travel by taxis that move in turn or otherwise. However, if the Muslim ruler or his deputy passes a specific law to regulate the process of transporting passengers by taxis or cars in a manner that guarantees the interests of drivers and passengers, it will be his exclusive right. (Part No. 26; Page No. 353) Effecting such laws aims at the realization of justice, prevention of bad feelings, and assigning rights to deserving citizens. In this case, drivers must abide by this law to help the authorities fulfill this goal.
