Slaughtering animals in the waterway hoping for rain

A: It is permissible for Muslims, in case of late rain and drought to perform Salah (Prayer), observe Sawm (Fast), give in Sadaqah (voluntary charity), and abstain from engaging in disputes and wrongdoings, as obedience brings blessings while disobedience causes barrenness. Also, the Imam (the one who leads congregational Prayer) should specify a day on which people will offer Salat-ul-Istisqa' (Prayer for rain). The people must go to this Salah in submission, humbleness, and Khushu` (the heart being submissively attuned to the act of worship) and the Imam should lead them in a two-Rak`ah Salah (Prayer consisting of two units). As for slaughtering a bull or a camel in the waterway hoping for rain, this is a Bid`ah (innovation in religion), which may lead to Shirk (associating others with Allah in His Divinity or worship) if they believe that this act will bring rainfall.May Allah grant us success. May peace and blessings be upon our Prophet Muhammad, his family, and Companions.
