Punishing those who do not apply the Qur'an

Q 1: Is it permissible to punish those who do not apply the Qur'an?


A: The ruler should discipline them with what they legally deserve, according to the extent to which they neglect to follow the Qur'an and Sunnah (whatever is reported from the Prophet).May Allah grant us success. May peace and blessings be upon our Prophet Muhammad, his family, and Companions.
