A:
if a person arrives at Makkah while he is breaking his fast and does not intend to stay for more than four days, he will be permitted to have the concessions granted to a person who is on a journey such as shortening and gathering Salah and breaking his fast during Ramadan. A person who arrives in Makkah while he is on a journey and does not know when he will leave, then he is permitted to receive the concessions of traveling. If this person performs Salah as a Ma'mum (a person being led by an Imam in Prayer) in congregational Salah, then he is not permitted to shorten his Salah as he is required to follow the congregation. But if a person arrives in Makkah while intending to stay for more than four days, then he will not be permitted to receive the concessions assigned for a person who is on a journey such as breaking fast and the like according to the soundest opinion of scholars.
