To commence: After examining the issue, the Committee answer comes as follows: It is obligatory upon those who discharge any fluid from the genitals to wash them with water and then perform ablution. If water is unavailable, three stones or more may be used to clean oneself. Afterwards, performing Tayamum is necessary when the time of Salah is due.
