Giving Zakah to some person who does not perform Salah

Q 3: We have a poor neighbor who neglects Salah (prayer). His girls are Mutabarrijat (sing. Mutabarrijah: a woman who makes a public display of her charms or adornment). We advised them but they insist on this. Is it permissible to give them Zakat-ul-Fitr (obligatory charity paid before the Festival of Breaking the Fast) and give charity to them?

A: If your neighbor is neglectful of Salah and insistent on neglecting it, it is not permissible to pay Zakah to him because he is not a Muslim. Zakah is for the poor Muslims, as the Prophet (peace be upon him) said: Tell them that Allah has made the payment of Zakah obligatory upon them. It should be collected from their rich and distributed among their poor. May Allah grant us success. May peace and blessings be upon our Prophet Muhammad, his family, and Companions.
