The original ruling is that
exhumation of graves is not permissible. This is because once the deceased is put in his grave, he settles at this specific place and holds it. Thus, graves are confined to their dwellers and no body is allowed to act freely or deal conclusively with them. Also, exhumation of graves may lead to breaking the bones of the dead person and humiliating them. We have formerly explained the prohibition of this while answering the first question. The exhumation of graves is only permissible under a necessity or an Islamic preponderant Maslahah (public interest) according to the discretion of scholars.May Allah grant us success.
