A: The charitable societies are regarded as
agents acting on behalf of the payer of Zakah but they are not agents for those to whom the Zakah is given. (Part No. 8; Page No. 318) B. The charitable societies have no right to dispose of the Zakah; they must deliver it to the poor as received. However, with regard to the forms of voluntary charities, they may choose the most beneficial way for the poor when the grantor of charities entrusts them with this duty.
