A: If someone travels the distance that permits the shortening of Salah and stays in one place for more than four days with the intention of staying there, they cannot benefit from the Rukhsah (concession) of travel. Accordingly, it is not permissible for those people you mentioned in the question to shorten and combine their Salah or to break their Sawm (fasting) during Ramadan. They should perform the full Salah, each in the due time, and perform Sawm during Ramadan. (Part No. 8; Page No. 112) As for those who stay in a town for an unspecified period of time - as the time they spend there will depend on the completion of their business and they do not know when it will be finished - they may benefit from the Rukhsah of travel, even if they stay for more than four days.May Allah grant us success.
